MTGO Library Bot 9.11

ML Bot version 9.11 fixes a problem with the remote start/stop button on the Online Control Panel, sometime not appearing on the webpage.

After the recent updates, in particular the new ban list and the huge wave of fast trades following the announce, we decided to extend the overselling and overbuying protections to LITE bots as well. Before 9.11, in fact, overselling and overbuying protections worked only on PRO bots.
